Is celestial lightning a more powerful skill at skill level one than other skills at a higher level? Example: Celestial Lightning at skill level one, Increase Party Attack skill level three

Hmm, let's see if I can explain this correctly. Celestial Lightning (CL for short) is a rare skill that hits all enemy monsters once at the beginning of the fight for a few thousand damage. It costs a lot (a few hundred ep) and raising it to level 20 would be incredibly expensive (thousands of ep). Other skills arent so expensive, u can get a stack of Increase Party Attack (IPA for short) for a few ep. So u can raise IPA to 20 for less or around the same ep then raising CL to lvl 2. That being said, CL lvl 1 may be better then IPA lvl 3 but it is a lot weaker then IPA 20. To my knowledge, the good players dont use CL for their main formations.
