About Celestial Lightning...

...Does anyone have any idea what it does exactly?

Does about 2k damage to every monster in the opposing party

I don't believe so, although it does increase dmg with both increase party attack modifiers and decrease enemy defense.

Highest dmg output I've seen with it on my Balrog is 2548

If that's the case I'kll just stick to passives and 1 shotting people with physical damage.

That works as well, but with lightning weakening all 5 monsters, I very rarely come across a team that I do not kill 3-4 of their monsters on the first round. Even my Pit+ now enjoys kill shots.

Round 2 it's 4-5 against 1-2 ... I win

I got to think when you get to that high level, you would rather fill it with a skill of max 20 of something you are missing. I'm starting to think Celestial Lightning is a "cool to have" and that is about it.
