Skill Sacrifice Question

What's the difference between using a Increase Party Attack (2) to sacrifice to up a skill and a Increase Party Attack (1)?
I've seen a few people selling some of those. Not sure what the reason is so I'd like to find out.

there is a higher chance of getting the skill up of a high skill lvl monster when using a monster with a higher skill level than just lvl 1. If that made sense...
