In the Clan War events, does the event specialist need to be set as the formations leader for the bonus to take effect? or can it be placed elsewhere in the formation?

Pretty sure it's anywhere in the formation.  Also I'm pretty sure you can have multiple event specialists and all of their stats are boosted

Yes, you're correct. I checked last battle and it doesn't matter where in the formation it is, the bonus still takes effect.
