What do people mean when they say theyre selling skills. How does that work

Just that they are selling B/B+ monsters with a certain skill.

"Selling 3x Increase Attack" for example means selling 3 B/B+ monsters, each one with the Increase Party Attack skill.

These can be used to increase the skill level of monsters you own whom happen to have the Increase Party Attack skill.
