Min Level To Trade/Auction? Empty Min Level To Trade/Auction?

Is there a minimum level you need to be to trade with people or put up auctions? My friend started an account and is level 13, but I can't trade him anything and he can't post any auctions. Or could it be there is a minimum time period you need to play before doing these things? Any info on the subject would be greatly appreciated!
