Skill Spirits transfer their level skill? Empty Skill Spirits transfer their level skill?

I've searched around the forums and can't find the answer. Does a skill spirit transfer their level of skill, or just change the monster to that skill at level 1?

For example if i have Dea Spirit(20) and i sack it to a OLU, would Olu have Dea 1, or 20?
