Using a Skill change on a No-Skill Card Empty Using a Skill change on a No-Skill Card

As I've mentioned in previous posts, there are monster cards that are really nice but lack a skill. If only these cards could have a skill, THEN they'd be usable with the comforting idea that they can do more for the team.

My question is, Can you use a Skill Change card like the Upper Defense Spirit, on a card that does not have a skill at all?

Yes you see a few Blue Steel+ type cards around these days with skills. Although for some strange reason those selling them seem to want about 200 EP for them which is kinda funny.
