Where is the best place that I can buy skills or skill stacks? Preferably covert down, psycho down, DED, agility. Is there a person or persons on this site that deals specifically with this type of trading/selling? Thank you in advance for your time and response.

There is no real designated player who is a skill merchant that I know of on here. If you are looking for stacks, the best way way to find em are on the leaderboards where people from over are posting what they have for sell. You just gotta keep checking and you'll eventually find one selling skills that you need.

Approx values of the stack you are looking for are as follows:
Cov down (4) - 6 (very hard to find)
Psy down (4) - 6
DED - 3-4 ish
Agility - 3-5 ish

Anything lower than that and you have a good deal.
