Anyone know what the limits are to attack someone?

I'm lvl 81 and got attacked by a lvl 113 (22 level difference)

But for some reason I can't attack someone less than 10 below me

I believe the lower limit is 80 than you have to be within 10. Above 80 there is no limit.
