new here, how high (sl) to make stacks for sale, and how much

As title, not.sure how high to make skill stacks to sell them off efficiently, 1 seems low where as 5 seems too high. And how much are they worth, I'm aware this event has.lowered it.

4 is the sweet spot. And don't try to sell them until after the event. You'll probably get an extra EP each for them.
