Skill Leveling Empty Skill Leveling

Could someone please let me know the most effective way to level skills past level 5. I know you have to start saccing level 2 skills to continue leveling past 5. What about past 10? Lvl3 skills? etc.

Any info would be greatly appreciated. Thanks.
