Skill level up fail chance

When 2 exactly same skill, sometimes I got monster power up or level up, but not skill level up.
Anybody can give me a clue of this, thank you!

Yeah, skills don't always level up successfully. The higher the skill level starts off, the lower the chance that you can improve it.

If it doesn't work, it's a regular "power up".

My clue to share: I nearly fail every time when I try to skill up 2 exactly same monster with same skill, is it right? I wasted so many skills on this.

I got a question:
When ur card is max level is it still possible to improve skill on that card? The chance of using a A card or a B+ card in the sacrifice are the same for the skill improvement?
I tried some times and never got a skill improvement in a maxed lvl monster so i'm trying to find out if u have to do that while they are low lvl.

you can skill up maxed level cards. I use B/A cards with level 1 skill to get up to 5 then use card with level 2 skill to get up to 8-9... that's as far as i've gotten any.
