how do i report a player who post racial slurs on walls?

this guy "slippery" has done nothing but post racial slurs on mine and other players walls for no reason.
it started with a clan mate of mine and all i did was attack him as i am of different guild and the slurs have been coming since. i've tried killing him with kindness and offering insight on the fact that we are all members of ! HUMAN race (and attacking his form daily) but he just does not get it.....
