Can B level monsters be evolved to B+?

Someone suggested I trade for an identical Enraged Minotaur B so I could evolve it into a B+. This sounds like it isn't true. Anyone have a clue about this?

Cant Evolve Non A Cards perhaps it would have a chance to Mutate but I don't know the odds as I haven't seen it happen yet.

Odds on mutation even if you know the cards to use are 15 to 1 , not worth it
