I'd say second two.

Assuming you are dealing with higher statted teams (AA)s, the percentage modifier are far more significant than any of the +x static boosters.

therefore the +9% and -6% will be of greater net effects than the combined static boosters

e.g. let's say you're dealing with averages 80+k def AA teams; the second two will give you +7.2k def, and decrease their defense by 4.8k

while the first; even if those bonuses are applied to every single monster in your formation will only give you + 1.8k/2.05k/1.8k; or a net of slightly less than +5.7k across all stats. making item 2's +9% parameter alone superior to item 1 as a whole for the 7.2k boost to def.
