When you sacrifice it by itself to another monster, it replaces the monsters skill with "Decrease Enemy Attack" skill.

So, let's say you sacrificed it to a Dark Elf Berserker, after the sacrifice the DEB would no longer have the Pre-Emptive Strike ability, it would now have the Decrease Enemy Attack skilll
