How can I send a PM to a specific player whose id i know? Only way Ive discovered is at first send an ally request and then PM

Unless they are on the leader board or left you a comment, that is the only way to find a person.

As long as there's an ally spot open on their end, you can contact them by doing what you are doing.

If there's no ally spot open, it won't work.
